Spoiler fix: Essentially, I did the this stage in the wrong order, I had started with Mina rather than Arya or Rex, and it locks you out as you need to complete the Ruben section, and you can't complete the Ruben section without getting Arya and Rex on board. TLDR: Mina LAST, Arya and Rex interchangeable, after speaking to one of the latter two, go to Kimera and get the second TRM code and this should help you out. Bad news is, I had to restart my game as the checkpoints to revert back to the start of this issue had been overwritten. If you want to issue without any potential spoilers, the TLDR should help out.
